Terms and Conditions

1. Agreement to Terms

By accessing and using the Enugu State Scholarship & Education Loans Board ("ESSELB") scholarship application platform, you agree to be bound by these Terms and Conditions. If you do not agree with any part of these terms, you must not use our services.

These terms constitute a legally binding agreement between you and ESSELB, a government agency of Enugu State, Nigeria.

2. Eligibility Requirements

To apply for ESSELB scholarships, you must:

  • Be an indigene of Enugu State with valid proof of origin
  • Be at least 16 years of age (or have parental/guardian consent)
  • Be enrolled or have admission into a recognized educational institution
  • Meet the specific eligibility criteria for your chosen scholarship category
  • Provide accurate and truthful information in your application
  • Not be in default of any previous government scholarship or loan

3. Application Process

3.1 Voucher Purchase

Applicants must obtain a valid application voucher from ESSELB offices or authorized agents. Vouchers are non-refundable and non-transferable.

3.2 Application Submission

  • Applications must be submitted before the stated deadline
  • All required documents must be uploaded in the specified format (PDF, max 2MB)
  • Incomplete applications will not be processed
  • Once submitted, applications cannot be edited

3.3 Computer-Based Test (CBT)

Shortlisted candidates will be invited to take a Computer-Based Test. Failure to attend the CBT on the scheduled date will result in automatic disqualification.

4. Accuracy of Information

You agree that:

  • All information provided in your application is true, accurate, and complete
  • You will update any information that becomes inaccurate or outdated
  • Providing false or misleading information may result in disqualification and legal action
  • ESSELB reserves the right to verify all information provided

5. Selection Criteria and Process

Scholarship recipients are selected based on:

  • Academic performance and merit
  • CBT test scores
  • Financial need assessment
  • Geographic distribution (LGA quota system)
  • Special consideration categories (if applicable)

ESSELB's selection decisions are final and not subject to appeal. We do not guarantee that all eligible applicants will receive scholarships.

6. Scholarship Award Terms

6.1 Acceptance

Successful applicants must formally accept the scholarship offer within the specified timeframe. Failure to accept will result in forfeiture of the award.

6.2 Conditions for Continued Support

  • Maintain satisfactory academic progress (minimum CGPA requirements)
  • Remain enrolled full-time in your program
  • Submit progress reports as required
  • Comply with all ESSELB policies and procedures
  • Notify ESSELB of any changes in enrollment status

6.3 Termination of Scholarship

ESSELB may terminate or suspend your scholarship if you:

  • Fail to maintain required academic standards
  • Withdraw from your program or institution
  • Provide false information or commit fraud
  • Violate these Terms and Conditions
  • Engage in criminal activity or misconduct

7. Education Loans (If Applicable)

If you receive an education loan:

  • You agree to repay the loan according to the repayment schedule
  • Interest rates and repayment terms will be clearly communicated
  • Default on loan repayment may result in legal action
  • Loan forgiveness or deferment may be available under specific circumstances

8. Intellectual Property Rights

All content on the ESSELB platform, including text, graphics, logos, and software, is the property of Enugu State Government and protected by Nigerian intellectual property laws. You may not reproduce, distribute, or create derivative works without express written permission.

9. Prohibited Conduct

You agree not to:

  • Submit multiple applications using different identities
  • Attempt to hack, disrupt, or compromise the platform's security
  • Use automated systems or bots to access the platform
  • Share your voucher code or login credentials with others
  • Engage in any fraudulent or deceptive practices
  • Interfere with other users' applications

10. Limitation of Liability

ESSELB and Enugu State Government shall not be liable for:

  • Technical issues, system downtime, or data loss
  • Delays in application processing or scholarship disbursement
  • Actions of third-party service providers
  • Consequences of providing inaccurate information
  • Changes to scholarship programs or eligibility criteria

11. Indemnification

You agree to indemnify and hold harmless ESSELB, ESSELB third-party Partners, Enugu State Government, and their officials from any claims, damages, or expenses arising from your violation of these Terms and Conditions or misuse of the platform.

12. Privacy and Data Protection

Your use of our services is also governed by our Privacy Policy. Please review it to understand how we collect, use, and protect your personal information.

13. Modifications to Terms

ESSELB reserves the right to modify these Terms and Conditions at any time. Changes will be effective immediately upon posting. Your continued use of the platform after changes constitutes acceptance of the modified terms.

14. Severability

If any provision of these Terms and Conditions is found to be invalid or unenforceable, the remaining provisions shall continue in full force and effect.
